Terra Imperatus is the seat of the Orion Hegemony's civilian government, the world from which High Executor Seraphine Valka governs the empire. It is described only briefly: Valka is seen projecting from "the Stellar Cartography room on Terra Imperatus" during the orbital crisis at Caliban Prime (B1 Ch12), indicating she is physically located there while the Voidborn squad is fighting for their lives.
No detailed physical description is given in either manuscript. Its position as the Hegemony's administrative capital and the contrast with frontier worlds like Hyperion Forge and Caliban Prime is implied. The Core Worlds more broadly are described as places where the Voidborn are seen as "saviours, angels of steel," and where citizens receive news broadcasts celebrating Hegemony victories.
