Overview

The Orion Hegemony is the dominant human interstellar empire, governing both the Core Worlds and the frontier colonies. It presents itself publicly as the guardian of human civilization, projecting order through overwhelming military force and psychological terror. In practice, the Hegemony is run by the cold calculations of its civilian executive, the High Executor, with the Grand Navy, the Voidborn Corps, and the Judicator secret police acting as its instruments. The Hegemony secretly created the Chitin Brood through a genetic engineering programme (the Genesis Project) and has spent decades fighting the consequences of that act while concealing the truth from its own citizens and soldiers.

Structure & Hierarchy

  • High Executor, Supreme civilian authority; current holder: Seraphine Valka. Commands Protocol 7 (orbital purification strikes) and Order 66 (systemic purge of compromised personnel/populations).
  • Grand Navy / Fleet Lords, Operational naval command. Admiral Tobias Rylos is Fleet Lord. Flagship of the main battle group is the dreadnought Indomitus; Valka's personal flagship is the Sovereign's Will. Other named vessels: Vanguard, Iron Will, Dawnbreaker.
  • Voidborn Corps, Elite shock-trooper drop squads. The tip of the spear. Doctrine: atmospheric-entry pods, Shock and Awe, direct assault on enemy capital infrastructure. Armour: TITAN MK-V power armour (ceramic composite, reactive plating, kinetic shielding, 200 kg).
  • Judicators, Secret police / internal enforcement. Black-armoured executioners; operate outside normal chain of command. Carry out Protocol 7 ground enforcement, targeted assassinations, and Order 66 purges.
  • Orion Intelligence, Espionage arm. Agents embedded with Voidborn squads for high-value target acquisition (e.g., Agent Veyna "Specter" Rael).
  • Intelligence Directorate, Internal intelligence analysis; Director Kelos is the senior figure seen in B2.
  • Orion Military Academy, Training institution for officers; Lt. Cassius Varn is a named graduate (B2 Ch01).

Goals & Motivations

  • Maintain political dominance over the Core Worlds and frontier colonies.
  • Crush the Chitin Brood / Swarm threat, or at least control the narrative around it.
  • Suppress knowledge of the Genesis Project, the true origin of the Swarm.
  • Under Valka specifically: build "Voidborn 2.0" (a 200,000-soldier conscript army contaminated with Swarm DNA via stim-packs) as a covert bio-weapon army; deploy Project Cascade to exterminate the Swarm and eliminate any survivors with dangerous knowledge.

Resources & Capabilities

  • Massive fleet: kilometre-long dreadnoughts, destroyers, frigates, troop transports, Judicator dropships.
  • Orbital bombardment capability: Protocol 7 grid-saturation lance strikes capable of glassing entire planetary surfaces.
  • Hyperion Forge (Forge Station Primaris): industrial manufactory world that produces armour, munitions, and ships at scale; seat of war production.
  • Voidborn Corps: highly trained, power-armoured elite. Voidborn 2.0: 200,000 conscripts in mass-produced carapace armour.
  • Judicators: void-black armoured secret police with independent chain of command; number in the hundreds on Volcanus Prime.
  • Frontier colonies as conscription pool: tripled quotas under Valka.
